This paper examines the impact of the General Agreement of the World Trade Organization (WTO) on Trade in Services (GATS) on transnational higher education in four countries: New Zealand, Australia, Singapore and Malaysia. The GATS is a multilateral agreement by which WTO members commit to voluntarily liberalizing trade in services, including education. Transnational (or offshore) education refers to the education provided by a resident institution for students from another country. Two of the countries under consideration, New Zealand and Australia, have committed under the GATS to allow relatively comprehensive cross-border training in their countries, while the other two countries, Singapore and Malaysia, have not made such a commitment.
